No, it shouldn't....this was not a weird trigger, this was a built-in limitation of StarCraft. Only so many units (buildings and units, including ints and scarabs) may be created. The computer cannot handle any more units apparently, which explains the fact that you thought you had to kill units. YOU didn't have to kill units, just less units had to exist.
